I think it did:  A message was sent to tmda-cvs, and if I remove
the file on my development machine and do a cvs -z3 update
Release.py, I get the same file (my changes are still in it) with
the same new revision # 1.10.

But: Sourceforge lists the file's current revision # as 1.8 in
the web-based repository viewer, and removing the file on my
production machine and doing cvs -z3 update Release.py gets me
still revision # 1.8 without my changes in it.

Weirder and Weirder.
