We use the Python email package for these things.  See
http://mimelib.sourceforge.net/docs/index.html.  We also have some
convenient functions in TMDA/Util.py for I18N stuff.

This is an example of what I call ``half-assing it''.  IMO, he's not
doing the correct thing just because it's more difficult, something
BTW, that every other MUA makes the effort to do.
