I think the two best options I've come up with so far is:
1 - Add an option to "Confirm" an email within tmda-cgi and tmda-pending. This will release a message and add the sender to the PENDING_WHITELIST_APPEND file. "Whitelist" and "Release" would then keep their separate meanings.
2 - Add a setting in TMDA of "PENDING_WHITELIST_RELEASE" which can be true or false, but true by default. When true and a user uses "Whitelist" in tmda-pending or tmda-cgi, the message will be released and the sender added to PENDING_WHITELIST_APPEND. When false, "Whitelist" just adds to PENDING_WHITELIST_APPEND and does not release.
I personally vote for #2, and would be willing to implement either.
