You can certainly deliver to a mailbox - just set DELIVERY to the filename of the mailbox file.

However, at present, you can't get TMDA itself to deliver to multiple places. This is probably going to be a feature in 1.2, according to http://wiki.tmda.net/TmdaOneDotTwoTodoList (see section 6). However, as you mention, you can set DELIVERY to a filter, such as procmail, and have that deliver to multiple places, or deliver and forward etc.
