How to do it has changed a few times over tmux's history - be sure to
read the manpage that came with your specific version of tmux; don't
just rely on whatever manpage you happen across online. AFAICT, the
set-option command looks right (to me) for tmux 2.2 (which I'm not
using at the moment).

For my 1.9a and 2.0 tmux, I have:

set-option -g mouse-select-pane on
set-option -g mouse-resize-pane on
set-option -g mouse-select-window on
set-window-option -g mode-mouse on
