I'm currently getting started with tmux and trying to configure tmux
according to my needs. I'm using a keyboard with Swedish layout where the
right hand home row is shifted one key so instead of the "hjkl" on English
keyboards it is "jklö".

After reading the man pages and going through quite a few reddit posts as
well as stack overflow posts it looks like ASCII UTF-8 characters are out
of the question for bindings. I tried binding prefix to C-ö in tmux 2.1
(from apt repository in Ubuntu 16.04.1) and all I got was "bad key" when
loading the configuration.

I have now cloned the latest master (2864a313116c) from the git repo and
when I load the configuration I don't get the "bad key" error message any
more but the key bindings does not work. What is expected behavior here?
