When you say "two windows", do you really mean "two panes"?  Because
tmux can only display one window at a time.  How do you propose tmux
would display 2+ windows simultaneously, regardless of control mode?

Panes subdivide the entire available surface area of a window (it's
like a set of percentages whose collective sum must always be 100%):
when you resize one pane, others also get resized to fill the window.
So I don't think your request is possible, regardless of control mode.
