Ahhh. Now I understand. I need the '-e' with the call to "copy-mode".

Here is my working configs for shift+pg up/down for scrolling.

bind-key -n S-PPage copy-mode -eu
bind-key -T copy-mode-vi S-NPage send-keys -X page-down
