Have you:

 - made sure the tmux.conf containing the shortcuts is on the server in
   ~/ and accessible by tmux?
 - tried bash under msys or cygwin on your local windows machine?

This has always worked for me, though nowadays I seldom boot into
windows and thus have not tried for a while.
