Well there's really no mechanism for passing the sigwinch signal through a socket anyway, so I'm not surprised. This is the for SSL or straight tcp/ip sockets. In both cases it just defaults to 80x24. I'd like to find a way to arbitrarily specify a size when creating the pty.
