Seems problem with permissions.
Check if TMPDIR variable is set. If yes, then could you as user create
a directory in $TMPDIR.
If not, could you as user creat edirectory in /tmp?
(in bash syntax)
if [[ -n $TMPDIR ]]; then
mkdir $TMPDIR/${UID} || echo "Don't have permission to create a directory"
else
mkdir /tmp/${UID} || echo "Don't have permission to create a directory"
fi
