reattach-to-user-namespace's exclusive scope is to allow tools such as

iTerm2 (or xterm, for that matter) escape codes provides another channel for
tmux to communicate with the system clipboard, using the terminal application
as a proxy.
Also, set-clipboard is currently hardcoded to send xterm escape codes. There
is no equivalent to the copy-pipe option to bind-key that would allow use of
pbcopy. Thus reattach-to-user-namespace is not relevant to set-clipboard as
currently implemented.
As I mentioned in my initial post, if set-clipboard could be extended to send
selection contents to an external tool like pbcopy. Any use of pbcopy from
within tmux will need reattach-to-user-namespace.
