..very likely that this is because it takes powerline longer to generate its 
output than what your status interval is set to. You can test that by running 
the status-left/right commands from the powerline config in a shell. With 'time 
-v <command>' you'll get more definite information about the length it takes. 
With 'watch -d -n 1 <command>' you can verify what happens if powerline has 
only one second to generate its power.
When I last tested it, the weather plug in took quite a while if I remember 
correctly..
