Compare environment variables inside and outside tmux? Try configuring tmux not
to start login shells and see if it fixes it?

Update: I'm not seeing it in plain bash with startup files sourced twice.
It's just when inside tmux.
I'm interested in how that bash might be different from the normal one, but
I'm a bit stuck at the moment.
