Two things
Run tmux lsc and make sure all show (utf8)
Check tmux showw -g|grep utf8 shows on.

I am getting question marks when I get non-English messages in my
irssi screen in PuTTY. I am certain that PuTTY uses UTF-8, but how can
I check that tmux is in UTF-8 too to ensure that problem is with
irssi?
