** [tickets:#114] #{pane_current_path} sometimes contains a wrong path**

Hi,

I've set this in my .tmux.conf:
bind-key '"' split-window -c "#{pane_current_path}"

It works great most of the time but with some commands I get a wrong path. For 
instance "man".
If I do: man tmux
then split the screen. The directory will be /usr/share/man. Rsync has also 
this weird behavior, it always opens in the sync destination directory while 
rsync is still running:
rsync -Panv /home /tmp/
while the command is still running split the screen and the new CWD will be 
/tmp.

Is this a bug or a feature?
