according to datetime.h
(https://github.com/maekitalo/cxxtools/blob/3b6c92995064fdbd747f16364a7766bea570cb95/include/cxxtools/datetime.h)
it is still there:
std::string toString(const std::string& fmt = "%Y-%m-%d
%H:%M:%S%j") const;
It's not static (I do not know if it ever has been), so you have to
create a DateTime object in order to call .toString()
