with rcpthost empty qmail on SMTP server will try to deliver locally or will deliver to POP3 Server like DNS says? In fact only need vpopmail/mysql to auth smtp users. It's a simple version of the proposal from shupp for ISP without NFS.
If you don't use NFS (or the like), you can't use chkuser, which is HIGHLY recommended. If you are an ISP, you should be able to limit smtp access via IP, so smtp-auth would not be necessary. If you do require smtp-auth, then do not copy over the virtual domains file, just the contents of /var/qmail/users so that smtp-auth will work (vpopmail looks up the domain info here). If you use copy over virtualdomains, I believe qmail-send will use that instead of dns.
