Then your problem is with qmail-scanner.
simscan will virus scan EVERYTHING regardless of whether RELAYCLIENT
is set. RELAYCLIENT only affects SpamAssassin scanning when using
simscan.
Use simscan instead of qmail-scanner, you'll see much improved
performance, and it's able to reject the message at the SMTP level
instead of generating a bounce.
