You should contact the SpamAssassin developers about this problem. You need to modify the rules so that email from 163.com doesn't trigger the MIME_BASE64_TEXT rule or INVALID_MSGID rule.

Alternatively, it might be possible to add another rule that identifies mails from 163.com and applies a negative score (using the /etc/mail/spamassassin/local.cf file) to compensate for the false positive.
