As a hack, I've manually edited the vpasswd file and added a character to the start of both the clear and encrypted passwords.
A bit of a pain, but allows mail to be delivered but prevents logins 100%. You could even make a backup of the vpasswd file so it's quick and easy to restore when they finally pay you.
