[toaster] New Vpopmail version(5.4.28-rc1) and vpopmail cumulative patch

Hi,

I'am installing a new qmail server with Bill shupp patch.
It is neccesary install vpopmail-5.4.18-cumulative.patch with the latest version of vpopmail (5.4.28-rc1)? 

What functions adds this patch?
