This is funny. I suspect something messed up your network configuration.

bitbake tries to bind to "localhost:8200"; localhost should be 127.0.0.1

can you please ping localhost and see what IP you get ?

also, can you please fire up a python interpreter and see if this snippet
works?

import socket
server = socket.socket(socket.AF_INET, socket.SOCK_STREAM)
server.bind(("localhost", 8200))    # should not error with "Cannot assign
address"
server.listen(1)
server.accept()   # should block here, terminate with Ctrl-C
