* The idea is quite implementable, like Arun said, in government schools. 
* Like Prasanthi wrote, there are wholesale (factory) outlets in Nacharam area, 
if we're talking about the rubber "Hawaii" chappals. 
* A pair generally costs anywhere between Rs. 7-15/-, if inflation didn't hit 
this industry since I last remember.
* We do not need too many sizes, if we concentrate on one class of students 
each month or something. What I mean to say is that most, say, first grade 
students have more or less the same size feet. 80% of one "average first 
grader" size, and 10% each of one size higher and one size lower - This should 
be good enough, IMHO.
* Another option is to see if LIDCAP can provide anything affordable. (LIDCAP 
chappals are leather, and the organization itself is PSU as far as I remember, 
expanding its acronym to "Leather Industries Development Corporation of Andhra 
Pradesh" or something similar. Being leather-made, these are more durable, and 
if these are affordable, we could possibly go for these. The headquarters of 
LIDCAP is surely in Hyderabad, but I am not sure where, though Rajendra Nagar 
seems to come to my mind for some reason.
