I  agree with Divya..we need not leave water issue just because its 
govt's responsibility.Provided we cna generate funds/find 
individuals/groups interested to finance, I  think we can take up.

 Thats what Prasanthi is proposing to do through NGOs 
coordination.So we all are kind of in sync with each other.
