When someone edits a bug?
When someone closes a bug?
When someone links a report?
When someone adds a comment?
Also, the subject lines are already pretty long right now. Adding more
will start to compound the problem you are trying to solve, IMO.

Nothing's stoppin' yah from pokin' around and improving it.
However, I've tried to get a couple hours to look at why the workarounds
and how to reproduce sections don't consistently display, but the code is
so raviolied (5000 lines of code in a class, without a single line of
Javadoc) I lose the thread in the 15-30 minutes I have time for looking at
it. I think fixing these bugs and imroving the search capabilites would be
of greater benifit that lengthing the subject line.
