If possible, you should start out with Tomcat 3.2 rather than 3.1
In any event, open a DOS window and change to your Tomcat directory
Do * not * change to the bin subdirectory
and try
C:\jakarta-tomcat>bin\startup.bat
After Tomcat starts, you chould have two DOS windows open. The first
one can be closed (type EXIT). The second will stay open while Tomcat
is running.
To quit Tomcat later, open another DOS window, and repeat the process
with
C:\jakarta-tomcat> bin/shutdown.bat
