Because of the way the digester works (and the XML mapper before it), there is 
no way we can parse the XML files without instantiating all the objects 
(contexts, etc). Also, a lot of the config parsing is triggered by startup 
events.
I'm -1 for this proposal (too many changes, and I must also add I can't find a 
way to implement it).
