HttpServletRequest.getHeader(String) yields inconsistent results depending on how the 
request header was provided to tomcat

If this is indeed a bug (it looks like it), it is a limitation of the header
parser from j-t-c/util (unless the precondition for adding a value to a header
is that it is "comma-parsed" but I doubt it, as it would break stuff).
