session timeout setting ignored/confusing to configure

Robert, what you say reflects the behavior that I've been seeing.

If the ability to set the session timeout using a Context or Manager is not
easily fixable, perhaps their attributes for doing so should be deprecated
(@deprecate the appropriate Java code, and have Catalina log a warning when
someone attempts to use them).  I haven't looked at the code for a while;
perhaps it is possible to make these attributes usable.
