I've tried to update the proposal draft according to the comments I got, including benchmarking, and adding more details about the changes which will be introduced.
After looking at the release management duties that will have to be done for 5.0, it turns out neither Larry nor myself have enough time to do it alone, because of the sheer amount of modules Tomcat will have. So, instead, it is proposed that the release management duties are shared (how exactly they will be shared has yet to be determined) between Larry and me. I plan to call for a vote on the proposal very soon.
