On my system, it now works fine if the current directory is set to tomcat's /bin subdirectory (e.g. double-click on startup.bat). Previously, I ran a start-batch file from a shortcut without setting the startup directory. Therefore the startup directory was different from tomcat's bin directory. It looks like there are references to tomcat's startup directory, instead of referring everything to CATALINA_HOME and/or paths configured in the respective places. In your case you should try to control tomcat's startup directory when it runs as a service.
