mod_jk / mod_jk2 doesn't fail over correctly when tomcat node disconnected

We have a configuration with 2 Sun / Solaris 8 servers running apache web 
server 2.0.45 and 2 Sun Solaris 8 Servers running Tomcat 4.1.25.  The 2 apache 
web servers are connected to the 2 tomcat servers using mod_jk.

A user logs in to tomcat 1 via apache server 1.  In order to test failover, we 
then unplugged the network cable for tomcat 1, expecting that apache server 1 
would not redirect to requests to tomcat server 2.  It didn't, instead it kept 
attempting to send requests to tomcat 1.

We also tested mod_jk2 in the same scenario and it too failed to failover 
correctly.

Failover works correctly when either tomcat is shut down properly 
with ./shutdown.sh

We tested the same scenario on a Ms Windows 2000 platform and it also worked 
correctly.
