I downloaded jakarta-tomcat-connectors-4.1.24-src (jk2 v2.0.2), rebuilt the library, and the cookies now get through. Unfortunately for some reason, only solaris and win32 binaries are available from the jakarta site for v2.0.2, so linux users will have to build their own...
