The best way to get the issue cleared up, however, would be to submit feedback to the expert group (send mail to [EMAIL PROTECTED]) and ask for it to be clarified. Complaining about Tomcat isn't going to have any influence on what the spec actually says or means. Encouraging the expert group to clarify things is the only way to accomplish that.
