The Jasper runtime doesn't do the same translation as the compiler does.

The compiler translates WEB-INF to WEB_002dINF for the package name, but Jasper
tries to find WEB-INF/jsp/...

The same would happen for any other similar paths with names that aren't valid
packages I imagine.

Jasper needs to load the correct one.
