The service installed by the installer doesn't start. I think it is because it is missing the java.endorsed.dirs, catalina.base, catalina.home and the java.io.tmpdir parameters. See the attached diff. I can't build the installer so haven't tested this.
Both endorsed and catalina.home are correctly set after installation. I have no idea what you're doing or what you have hacked, but you're clearly not using this the way it's intended.
Obviously, -1 for your patch (of course, you didn't notice the //US thing in the -post section).
