Incorrect usage of perl

I am no Unix or Linux expert but as far as I know the use of double quotes to 
overcome the possible use of spaces in paths and filenames is valid. I checked 
this with tomcat-dev list as well as some quick google research eg 
http://catless.ncl.ac.uk/Risks/21.79.html#subj3

The issue of always using perl is a valid one but extending support to include 
non-perl scipts is an enhancement.

I am therefore changing the severity of this issue.
