In my case, this was C:\Program Files\Java\j2re1.4.2_02 -- it was installed along with the Java 1.4.2 SDK. If this JVM instance does not exist on the Windows filesystem, the installer will still act like everything is okay -- asking if you want Tomcat to use the JDK referenced by your JAVA_HOME environment variable -- but when installation is complete, Tomcat *will not run*.
