web container not sending back content type if html <META> is in JSP

A quick review of the specs indicates:
- The JSP and servlet specs make no references to the <META> tag.
- The html spec states that web servers _may_ use <META> tags but are not 
required to.

I am afraid that this will stay as WONTFIX. However, you do have a few options:
- use the  "<[EMAIL PROTECTED]" directive as Bill suggests
- filters
- valves
