Jeff, It appears that the 4.1.30-LE-jdk14 versions were built later with the correct code. I was only able to duplicate the problem with the non-LE versions. So the workaround for now is to use the 4.1.30-LE-jdk14 version if possible, or copy the tomcat-coyote.jar from an LE version to the non-LE installation's server/lib. I documented this in the bug:
