Not necessarily when they're committing (although that's fine), but when
the release manager says: go update the changelog today before I build,
or your changes won't show.  Then I don't mind doing a CVS diff and
trying to look at it for a few minutes, adding to the changelog as
needed.  But beyond that, if we miss something in the changelog, oh
well, that's not critical and it will be relayed to us by the users if
we missed something significant ;)
