ServletRequest.setLocale() sets encoding even when already set

I am afraid that this bug is invalid.

The TC4 implementation of setLocale() is consistent with the 2.3 spec.
The TC5 implementation of setLocale() is consistent with the 2.4 spec.

The issue you identify is a valid one but the problem is with the spec, not 
with Tomcat's implementation of it - this is why it was clarified in 2.4. To 
maintain consistency between servlet containers tomcat has to implement the 
spec as written. If servlet container imlementations start diverging from the 
spec to fix issues such as this the whole concept of portability goes out of 
the window.
