Hi, I created TOMCAT_5_0 branch tags on everything at the time, reasoning that it's better to have them as an extra safety than not have them at all. For Jasper and Connectors, the branch is less useful than catalina and jakarta-tomcat-5, but has some utility as well.
As for jakarta-tomcat-site, I probably didn't need to tag it per-se, but I like to make a habit of tagging for every release (and branch). It doesn't do any harm, and it can be helpful if we ever want to go back to a known state for whatever reason.
