Just as an FYI, though, the manager app's deployment procedure is to do a copy of the file, and not a move, so I would expect that it will still have the problem. (The method I was using in the manager app was to click on the "browse" button, select a local WAR file, and then click "deploy". The file is still there in the original location, and a copy is placed into webapps.)
