You haven't added them to your classpath.
Linux:
export CLASSPATH=$CLASSPATH:/your/new/file.jar
Windows:
set CLASSPATH=$CLASSPATH;/your/new/file.jar
This should be done in tomcat.sh/tomcat.bat
