WAR file of the application into the webapps directory, *and* you mention

application in a <Context> element in server.xml. This combination can

The workaround for now is to leave the application unpacked in the
distribution
-- that's what I had to do with m3, which is why the downloads were so much
bigger. The underlying bug will be fixed before the next milestone.
