I haven't looked into this issue closely yet, but may soon. I have some evidence that suggests that with Tomcat 3.1 on AIX 4.3.3, when I have a charset specified in an explicit HTML <head>, Netscape 4.75 pays attention to that instead of a different charset specified in the HTTP headers.
