problems with '>' and '<'

Hi together,

i have the problem that tomcat (3.1) doesn't like the '<' and '>' - symbols.
I have to use it as a parameter which determines the next page. But either
if i take the html-code ('&lt;' and '&gt;') or the symbols itsself, tomcat
doesn't show the correct page.

Does anybody know my problem?
