I am not Sure about the Licensing issues. But Let me tell you this much this site also has an EXCELLENT documentation written by a gentleman ( I don't know his name but I am really thankful to him for this document) which, if you follow properly, will get you through Apache 1.3.14 with mod_ssl, open ssl, mod_jk with tmcat3.2 jdk 1.3 without any problem ..

It probably breaks the licence because it
links on code in the SDK. Isn't that the
issue? If not I can make my FreeBSD
mod_jk.so available to people who want it.

Excellent! I didn't realize that there was a binary for Solaris.
It seems odd that there isn't one on the Apache site, given Sun's involvement in Tomcat.
